I got a parking ticket on a street cleaning day, but I was in the car at the time issued.?

This is very strange because I was in the car at the time the ticket was issued (yesterday, Tuesday, at 10:18AM) waiting for it to be 11:00AM since that's when street cleaning hours end. I didn't receive the ticket on Tuesday, but found it today, Wednesday morning, going to my car for work. So my question is, can I get ticketed on street cleaning hours if I'm in my car during the cleaning hours, and can't I use in my defense that I received the ticket the morning after the ticket was issued? Wouldn't I have been warned and told to move my car if I was in it?
